Clapper sued over unfinished Clustered Spires golf course subcontract
Golf Inc filed a 450000 suit in Frederick County Circuit Court alleging Steve A Clapper & Associates failed to complete a 161267.63 subcontract to install a sewer line pumping station and chlorination system at the city owned Clustered Spires course after paying a former city official to help win the contract. The case ties to former permits chief Bal Menon who pleaded guilty to corruption before serving seven months of a 15 month federal term.
