Hugo Strikes East Coast as Thousands Evacuate

Hugo's leading edge brought rain to the lower East Coast as thousands fled inland. Governors ordered evacuations and National Guard deployment while the storm churned toward the coast with warnings from Fernandina Beach to Cape Lookout. The system threatened 8 to 12 foot surges and 5 to 10 inch rainfall, with residents stocking up and shelters opening. The hurricane killed at least 25 in the Caribbean, and the U.S. prepared for possible landfall between Florida and North Carolina as federal aid and military support moved into position.
