Ray Philips a former special investigator for the Motor Vehicles Commissioner was sentenced by Judge H Arthur Stump to two years in Baltimore City Jail after pleading guilty to theft of three automobiles and obtaining money under false pretenses He cried as sentence was pronounced and his attorney noted the act followed a trusted position in the motor vehicle department Autos were to be returned to owners and the case was prosecuted by Bernard Wells assistant State’s attorney
