The U S Postal Service will lower some letter and postcard rates starting Sunday September 14 while bulk rate increases boost revenues. First class letters under an ounce stay 10 cents but each additional ounce drops to 9 cents. postcards fall from 8 to 7 cents. A new seven cent stamp features Benjamin Franklin. Business reply rates rise, second class rates vary slightly, and third class mail changes include higher bulk fees and new first class to priority threshold at 13 ounces from 9.
