Shantung Restitution to China Hinted by Japanese Official
New York Sept 4 Restitution of the Shantung province to China or Japan within a year was predicted by Yosuke Matsuoka, a Japanese peace delegation member. He said negotiations with China would aim for a satisfactory settlement and Japan would withdraw troops after restoration, including Kiau-chow, with an open trade policy and a China Japan joint management of the Shantung railway.
