William R. Kitts of Lynchburg Virginia was arrested early this morning by City Police after reports of a prowler in the 13th street area. He was charged with vagrancy and loitering. The arrest occurred at 3 35. Also arrested for loitering was Richard C. Romero of Philadelphia Pennsylvania who was found in the Dili avenue section about 6 30 Tuesday evening.
President Eisenhower and General Charles de Gaulle rode in an open car through Paris as half a million people cheered. The arrival marked a landmark state visit the first by an American president since Wilson and followed a 35 minute jet flight to Le Bourget. A 101 gun salute and full ceremony accompanied the welcome at the airport and Elysee Palace luncheon hosted for 29 guests including Herter and Couve de Murville.

Ellsworth E. McGaha and Carl C. Fink bought ez Men's Shop from J. Henry Brandenburg and the estate of Arthur F. McCanner. The sale excludes the realty owned by Mrs. Charles Byerly at East Second Street. Brandenburg will run the store during transition. McGaha plans to expand in Middletown with a continued shoe department and the same quality lines.
In Sam Neua area, Pathet Lao battalions with North Vietnamese war troops launched a coordinated assault along the Nam Ma River, capturing four towns as government forces fall back on a 33 mile front toward military HQ. Artillery fire from inside North Vietnam supported the attack.
In Emmitsburg area, farmer Springer 45 died from injuries when a 70 ton silo collapsed on him and his brother Elmer 39, who is seriously injured. The silo failed while filling around 3 pm Tuesday, with emergency squads from Emmitsburg and Taneytown responding. Funeral services for Springer will be Friday at 2 pm at the United Church of Christ Emmitsburg.
