Maryland’s annual real estate reassessment plan debate
A Maryland Senate debate over annually reassessing real estate highlights the state’s complex tax structure and education funding. Officials discuss how minimum education costs, basic state aid, and 75 cent property tax per $100 of value drive equalization payments to counties, with Baltimore City and County exempt due to high assessments. Proposals suggest standardizing assessments for state aid while letting counties set local rates, aiming to better measure need and funding for public health and schooling.
