Candidates filing for the September 14 primary cannot withdraw after midnight September 3, with ballots due to be printed by Saturday. The State law fixes a ten day pre election window for ballot completion. Registration day is set for September 7 and 306 election officials are appointed countywide.
The hunting season across Montgomery county and much of Maryland spans until October 15 with a reopening November 10 to January 1 allowing squirrels partridges rabbits and woodcock. One day bag limits are 25 squirrels 12 partridges 10 rabbits and 6 woodcock. About 850 hunting licenses have been issued including resident county licenses at 1.10 and statewide licenses at 5.10 for residents and 10.50 for non residents. An estimated 4 000 licenses will be issued in November. Health officer Ralph G Beachley began duties in Hagerstown directing state health work in Washington county. County health officer is H R B Kritzer. Beachley came from Spartanburg S C and studied public health at the University of Georgia. The Montgomery county fair at Rockville posted a deficit after two rain plagued days. Directors will convene to review reports. John R Kiefler of Hagerstown Bank was elected to the executive council of the American Bankers Association and will represent Maitland at the 52nd National Convention in Los Angeles starting October 4. A S Hounichen visiting Mrs. Harry J Miller and Mr. Ges Wm Hunichen has returned to Philadelphia.
A Wall Street firm recorded a bet of 11000 dollars against 6000 dollars that Dempsey will defeat Tunney. The odds are the highest reported here to date, with about equal Tunney and Dempsey money seen at two to one.

New York Sept 2 AP Ben Welch aged 52, veteran actor and comedian, died at King's Park Hospital yesterday. Brother of late Joe Welch, he became blind seven years ago while performing in Jimmy at Washington. Despite blindness he kept working and in later years headlined on the Keith Vaudeville circuit. his widow survives.
The will dated November 17, 1221 was filed in the Orphans' Court probate. Witnesses were Edmund F Moberly and Newton Thomas. Son Dr Tinvert Tyson named executor. handling affairs on behalf of Mrs. Charles A. Sifford, Trean’s daughter.
Geneva Sept. 2(AP) Delegates at an international conference debating the American reservation to World Court membership voiced that the United States should have the same rights as League of Nations Council members. If this view prevails, the fifth American reservation requiring U S consent to advisory opinions may be hard to accept. The ambiguity of League law raises questions whether unanimous or majority votes are needed when the League Council asks the court for opinions.
About 300 people attended the Children’s Carnival and dance at Braddock Heights on Wednesday night. Proceeds from Atlantic City Night and the carnival raised several hundred dollars for Braddock Community Center playgrounds, to be used for equipment next year. Local and visiting performers, including University of Maryland students and Prof. J Cocker’s pupils, showcased dances and musical acts, with the Valencia and Black Bottom among new dances.
