County denies fee exemptions in impact fee dispute
Frederick County Commissioners on Tuesday denied exemptions sought by Bean Davy for an impact fee paid to build a second home on a subdivided lot in Middletown. Davy argued ownership history exempted him, but officials said the fee covers building occupancy and applies to the project. The Treys seeking a retirement-home exemption were also denied. Also approved was a traffic signal at New Design Road and Crestwood Boulevard.
