CSR project eyed for North Rosenstock Farm site

Landowners seek jobs and expanded tax base as CSR Hydro Conduit proposes a concrete pipe plant at North Rosenstock Farm. The bypass around Frederick would cost about 15.4 million with J R Limited Partnership paying 2 million, city and county 4 million each, and state funds 5.1 million. The landowner would contribute 1.6 million cash plus land valued at 1 million for right of way, while property taxes fund the bond. Archaeological concerns arise as Joseph Adkins notes possible Indian burial sites, with Maryland Historical Trust not reviewing unless state or federal money is involved. Planning staff work to gather information for an informed decision.
