Sugar Bill Dispute Delays Congress Adjournment

Dirksen’s Senate substitute would give the president discretionary power to cut the Dominican quota, while the House favored limited authority with conditions. House adjournment efforts stalled after hours of debate and votes on related foreign aid and dairy price support measures.
