Carroll's Junction merges with health department in Westminster
In July 1982 Carroll County's only drug abuse treatment center will shut as a private nonprofit. It will merge into the county health department to form a broader program, while prison services become part of a statewide autonomous agency. Directors cite budget cuts and state pressure as drivers of the reorganization.
