Carroll County Upset Could Elect Two State Senators
The reapportionment bill fixing a 43 member Senate would place Frederick and Carroll into one district capable of electing two senators. Frederick could outvote Carroll based on population, sparking plans to split the counties or redraw subdistricts. Western Maryland could see a two senator district linking Garrett, Allegany, and part of Washington.
