DR THOMAS H BRIGGS of Columbia University told the State Teachers Association in Baltimore that the war will bring immense changes in lifestyle. Frederick station owners plan to keep hours 7 p m to 7 a m for two and a half months. Rain and smoke drenched Frederick, the first meaningful rain in a month, easing drought worries. A leak in the main Fishing Creek line was spotted from an airplane at 1300 feet over the Kemp farm, prompting waterworks officials to investigate. Elmer F Munshower, city executive and soon to be inspector general of the 2d Division infantry, noted the development.
