Montgomery police promotions based on arrests claim
Bethesda October 25 a lawyer charged that Montgomery County police are promoted by arrest counts. Police Chief Charles M. Orme denied it emphatically. Lawyer Carey E. Quinn made the assertion during the trial of Lawrence H. Burwell of Chevy Chase, found guilty of making an improper left turn. Burwell received a generally suspended sentence. Quinn said he would appeal. Orme rejected the promotion-by-arrest idea as unworkable under his administration.
