City weighs transfer for historic inn project in search of financing

City officials must approve a transfer before Crowell and Baker can proceed with converting a building into a 5 to 6 million historic inn. The firm has long sought financing, with extensions granted over the past year. A letter of credit risks a 10 percent forfeiture of 450000 if work is not completed or rights not transferred. If negotiations fail, the letter of credit could be called after November 1. The 73 room inn would be the first in the city since the Francis Scott Key Hotel closed in the mid 1970s, but hotel lenders prefer projects near highways or major tourist areas.
