State eyes mergers and layoffs in 450 million cut plan

State officials propose merging Agriculture with Natural Resources and Environment, pairing Natural Resources Police with state police, and privatizing BWI to cover a 450 million dollar reduction. The plan risks about 2000 state layoffs while shifting 150 million of the cut to local government via reduced Social Security payments for teachers and librarians. Supporters note the move avoids an education attack, but Montgomery and Prince George's counties may oppose it. A special session hinges on sufficient votes.
