Former dictator Raoul Cedras flew to exile in Panama, clearing Haiti for democracy and the return of elected President Jean-Bertrand Aristide. Aristide planned a triumphant return Saturday, three years after the September 1991 coup that ousted him and brought Gen. Cedras to power.
