Civil Rights Board assails presidential leadership in report
Washington AP The US Commission on Civil Rights says the federal government has failed to live up to civil rights promises. It faults leadership by presidents, including Nixon, and calls for tighter enforcement, more funding, and a Philadelphia Plan style hiring goal system across federal agencies. The landmark 1115 page study covers over 40 agencies, noting staff shortages and data gaps as major barriers. It praises some departments but urges widespread reforms to ensure equitable minority representation and stronger sanctions against noncompliance.
