Capt. Domer described a brief unsigned letter from Frederick police amid allegations about the vacationing chief. Ms. Edmonds released the letter Monday and planned copies to the Fal. The Maryland State Prosecutor's Office discussed the case though Domer denied any targeting of Edmonds or his immediate family. He defended Chief Raffensperger and urged the chief to contact Mayor Jim Grimes.
