U S Holds Two Plans For Geneva Conference
Secretary of State Dulles said the United States will enter the Big Four foreign ministers meeting with two sets of plans. One to counter Russian obstruction and one to pursue genuine Soviet harmony moves. He spoke at the American Legion convention outlining world opinion pressuring the USSR and support for aerial inspection and exchange of military blueprints. USSR policy, he argued, may be shifting but could be a maneuver. He cited singing away from violence and reliance on moral suasion to free American flyers in China and urged restraint in disarmament until others do likewise.
