New York October 16 After two years as a trusted clerk for the bureau of assessments and arrears, Joseph Ford appeared as the dead cousin Frank A Stiney and was arrested by district attorney detectives. He had passed a civil service exam and, under the impersonation, received a raise from sixty to twelve hundred dollars on the day the warrant was issued.
