Carranza Seeks Withdrawals and Border Plan

Mexican commissioners, under Carranza, again demand American troop withdrawal from Mexico and propose a border protection plan. It would have U S troops guard the border where railroads run near the line and Mexican troops guard quieter stretches, with cross border movement within a 100 mile zone and a joint communications system. The aim is to prevent further incidents and allow elections once forces depart.

Troops Must Leave and Carranza Threats Spark Crisis

El Paso reports from Mexico City that Carranza warns he will withdraw from the Atlantic City conference and go to war with the United States unless an immediate agreement to withdraw American troops is reached. In Mexico City, G W Morton, an American railroad worker, was shot by a Carranza colonel after a cafe warning that English was forbidden led to volley fire, according to a sister and an American engineer observer.
