Bowes aims to change attitudes at Frederick County Health Dept
Dr. James Bowes, the new Frederick County Health Department officer, tells Rotary he intends to act as a catalyst to improve public services. He favors a subtle, example‑driven approach, noting budget cuts and a broad range of duties beyond rat removal. He plans to engage staff and discuss public understanding of the department’s role, including teen sex education and housing conditions. Data on his early clinic work shows he started inoculations early to avoid long lines. He plans meetings with school health educators to address knowledge gaps.
