In India serious plague riots erupt at Seringapatam as police fire to stop protesters killing or injuring several. Troops dispatched to the scene.
Cornelius N Shaw stands trial for the murder of aged Andrew J Pepper near Rush Village after James J Egan was convicted of first degree murder last week. Egan testified that Shaw struck Pepper with a heavy club, while Susie Crham, said to be Egan’s mistress, was arrested on conspiracy charges. A separate note from Montgomery Alabama reports a joint resolution to fund a sword for Lieutenant Hobson.

United States peace commissioners in Paris present a final offer totaling 20 million dollars for cession of the Philippine archipelago. Spain calls for a third power interpretation but is rebuffed. If accepted, Spain would gain twelve years of trade rights. if rejected, indemnities and other penalties may follow. Spaniards plan to report to Madrid and respond at the next meeting.
General Calixto Garcia and Cuban commissioners arrive in New York on the Seguranca after a Santa Clara stop. Crowds greet them as police clear a path to Ward Street. Garcia says Cubans seek free Cuba with no annexation sentiment and that the commission will report on disbanding troops, customs, and post offices, noting American occupation is necessary but not permanent.

Colonel Charley Sout reports to Surgeon General Sternberg that sickness and mortality in the war with Spain were not as high as in the Civil War. He cites April 1861 calls for 75k then 60k, totals around 270k, with 1,715 deaths in five months (May–Sept 1898) versus higher Civil War losses.
