Frederick City Police arrested two Frederick residents a juvenile and an adult near the Sagner Apartments on Friday night charging them with drug offenses. James Phillip Stitely 25 of Church Street was charged with possession of crack cocaine and theft under 300. Stitely jailed in lieu of 25000 on possession and 5000 on theft.
