President Reagan urged the Soviet Union to join the United States in large scale reductions of nuclear and conventional forces in Europe and globally. He proposed removing Pershing II and ground launched cruise missiles if the USSR dismantles SS missiles, and urged early negotiations on verifiable, equal cuts. Brezhnev was asked to send representatives to discuss reducing risks of surprise attacks and enhancing stability in Europe.
ANNAPOLIS AP A tentative plan by Gov Hughes advisory committee would keep every Maryland county with at least one delegate in the next General Assembly. The plan, pending public hearing, preserves incumbents and redraws lines across counties including Frederick and the Eastern Shore while addressing Baltimore City.
A Jefferson resident, Donald Eugene Brashears, 23, died when his 1969 Chevy Camaro veered into the southbound lane on Holter Road near Remsberg Road just after 2:40 am. Witnesses say excessive speed caused the loss of control, the car left the roadway, struck a drainage guard, went airborne and overturned. Brashears was pronounced dead at the scene and was later taken to Frederick Memorial Hospital Morgue. Casualties in Frederick County roads this year rise to 36. Units from Middletown and Jefferson responded.
Frederick Airport Association started a Lifeguard program with Archie Rogers and co pilot Joe Brednan delivering 250 cc of blood to Illinois for a kidney transplant patient. Donor Larry Pavik from Lewistown provided blood for his sister in Berwyn. The mission required two fuel stops, 6 hours outbound and 4 hours back, with fuel and aircraft donated.
Frederick residents debated two new restaurant bar proposals for live entertainment at Griff's Landing and Bushwaller's. Griff's plan aims for low key acts from 9 p.m. to 12:30 a.m. Thu–Sat with minimal amplification, while Bushwaller's seeks two to three performers with subdued sound. Neighbors praised Griff's but protested Bushwaller's potential nightlife impact, citing parking and noise concerns. Police decibel limits and board advisement were discussed.
President’s grip on Congress appears fraying as Republicans and Democrats warn it will be harder to push further cuts. Seventeen Republicans, including Conte, opposed a 2 percent cut while Reagan shifted from 12 to 5 percent. Senate panel rejected any cut, signaling a split GOP.
