Mayor Lloyd C. Culler pledges no tax increase for the new year as aldermen review the budget. He urges departments to avoid raises and new equipment purchases while anticipating a tentative rate action tonight. The budget faces civilian defense costs, higher salaries, and voter re registration, with parking meter receipts down but less than feared.
Register of Wills Roy L. Leatherman announced there will be no changes in his staff when starting a second four year term on December 1. The sworn-in deputies include Mrs. Mary L. McCabe as chief deputy, Harry D. Radcliff as deputy, and Miss Grace Stull as stenographer. The county offices begin new terms December 1 except County Treasurer James H. Falk who starts his second term July 1.
The region has seen little precipitation with November far below normal and October wetter. Overnight showers added only .02 inches while temperatures dropped from a low of 27 to a high near 49 degrees. Yesterday’s 71 degree high marked a brief Indian Summer. Weather will stay warm and dry under forecast.

F. Russell Young was confirmed as field executive of the Frederick County Boy Scouts by the Francis Scott Key District Committee at a National Area Council meeting in Washington. He succeeds Norman Ford and will blend part time duties until January 1 before dedicating full time to Scout work locally. Young, a local radio serviceman and former Scout Master, is active in civic groups and First Aid education. He resides on Patrick Street with his wife and son and is a Blue Ridge College alumnus who taught at Buckingham School. The Frederick County Scouts remain under the National Area Council.
London reports the Ministry of Economic Warfare announced that Allied forces have gained between 200000 and 300000 tons of merchant shipping as a result of their entry into North Africa.
Elmer K. Roderick, a farmer near New Market, suddenly fell ill while walking on North Court Street around 2:57 PM today. He was conscious, complained of left side pain, and was taken by ambulance to Frederick City Hospital amid a crowd of spectators. It was unclear whether a heart attack occurred.
