A 17 month old boy Justin Wayne Powell of Frederick was struck by a van and killed Friday evening on Md 355 south of Frederick Junction. He died at Frederick Memorial Hospital at 6 55 p m. The driver was Wondrilaun 33 of Monrovia. No charges were filed. The child was visiting his grandparents when the incident occurred in front of Urbana Fike near Blue Fox Inc.
