Frederick County ARC Starts November Membership Drive
The Frederick County Association for Retarded Children launches a month long drive to recruit new members among special teachers doctors social workers clergy and concerned citizens as part of a push against public apathy and to fight mental retardation as a major health problem. The effort is led by president Mrs Edgar Emrich and membership chairwoman Mrs Richard Arnold who emphasize active involvement over passive support.
