Admiral Warns Budget Cuts Endanger U S Sea Access
Rear Admiral William J. Crowe told the Kiwanis Club of Frederick that U S defense spending has fallen from 8.3 percent of GNP a decade ago to 5.8 percent today and from over 40 percent of the federal budget to about 28 percent, risking a weaker Navy as dependence on sea lanes grows. He warned cuts could undermine deterrence against the Soviets, stressed the Polaris program, and noted shipbuilding programs to modernize a fleet that has shrunk from over 1 000 ships in 1968 to fewer than 500 today.
