President Bush signals reluctance to join a new tax cut bandwagon. Democrats push proposals to finance cuts for upper incomes, arguing for broader relief while warning of deficits. Both sides frame measures as economic stimulus though disagree on timing and fairness.
Frederick voters approve the master land use plan for Carroll Creek Park while the city agrees to pay 1.7 million for land and 300000 in damages to McCutcheon Apple Products for interruption of business. The deal, effective in two years, includes 15000 to aid relocation costs and soil testing as the company can stay at the site for now. Mayor Gordon calls it a fair price as negotiations proceed toward settlement next Tuesday.
Frederick County commissioners voted to furlough 25 county employees for two days to save about $200,000, helping offset a roughly $5.8 million shortfall. The plan drew debate over broader cuts and included calls for shared pain with school system staff, while the teachers union resisted further cuts to wages. Employees may take furlough days in any arrangement through June, with options to split the time.
Judge Jerry Hyatt in Montgomery County dismissed with little fanfare the Taxpayers In Action case alleging Open Meetings Law and Conflict of Interest violations by three Frederick County commissioners during private May tax rate discussions. The suit sought removal of Sundergill Bowerman Gray and asked for legal-fees recovery, which was not granted. taxpayers may appeal to the Court of Appeals.
Brunswick mayor Richard Goodrich, elected last October, pledges to end red ink and enhance town communications. He shows up at diverse places, shifts meetings to evenings, and posts a city hall bulletin board to improve citizen input and attendance. He aims for a positive town image and has kept to promises by year end.
Absentee ballots reflected a broad rejection of the charter home rule document, with 206 against and 68 in favor among 273 returned. The unofficial county tally shows 13,046 to 4,036 against charter as officials await overseas ballots in about eight days and report a 27.8 percent turnout from 63,272 registered voters.
In a Forum news conference Magic Johnson announced he is infected with the HIV virus but has not developed AIDS. He will not play basketball and will become a spokesman for AIDS awareness, while Kareem Abdul-Jabbar and medical officials react to the shock and uncertainty surrounding his condition. Johnson emphasized his plan to beat the virus and have fun.
