House approves sweeping IRS overhauls in 45 years
The House passed 426 to 4 a restructuring bill to overhaul the Internal Revenue Service. It would create an all-member oversight board, help set a budget, and modernize systems while expanding taxpayer rights including a three-year refunds window for mistakes and a shift of burden of proof to the IRS with cooperation. The measure, driven by bipartisan concern, faces slim Senate prospects this year.
