A second lease on life is possible for the Frederick post office until November 20 as talks consider city purchase and resale to a private investor. Mayor Ronald N. Young and others will discuss buying at the assessed value of 121000 to keep the building on the tax rolls.
The Frederick Post and The News publish tomorrow the second installment of The Aftermath of the Victory at Yorktown by Judge Edward Delaplaine. Senate Democrats move to block Reagan defense plans by tying up a $139.7 billion fiscal 1982 defense bill with a hold on $2.1 billion for the B-1 and $200 million for MX basing. Senators Levin and Nunn announce resolutions against the programs citing illogical modernization. House action on the bill expected soon as they push for reductions and a supplemental authorization to restore readiness items.
The Public Service Commission approved a 5.7 percent fuel rate increase for Potomac Edison, raising the rate to 1.692 cents per kilowatt hour. The order preserves a 1.601 cent per kWh rate for 230 kilovolt customers while most others will pay 1.729 cents per kWh. PSC executive secretary Ronald E. Hawkins said PE received all it requested.

The Soviet submarine grounded in Swedish waters was towed into the Baltic Friday morning and then released from custody as weather permitted. Swedish navy officials said towing to international waters could follow, with a Soviet flotilla waiting offshore.
President Reagan expressed strong confidence in Secretary of State Alexander Haig Jr. and national security adviser Richard V. Allen after meeting them in the Oval Office. A White House spokesman said the president told both men to end internal criticisms and to focus on improving how the foreign policy apparatus operates. The White House declared the matter closed.
