Welfare Work Improvement Legislation urged for Maryland
Baltimore November 3. J Milton Patterson director of the State Department of Public Welfare proposed a plan to improve the public welfare system. A fund would cover increases in assistance when local tax rates reach 10 12 or 15 cents and be funded by state federal or both funds without required matching. The plan aims to help local units during unemployment relief surges and relieve strain on local funds. Also recommended were changes in motor vehicle laws for public passenger vehicles including quarterly license fees and refunds and higher charter bus permits. Public Service Commission and Motor Vehicles suggested annual per passenger seat fees for employee transport and quarterly permits with refunds if licenses lapse. Truman B Cash urged state supervision of pawnbrokers interest rates amid complaints of high charges.
