Frederick Memorial Hospital win clears Western Maryland Health Systems Agency review for over 1.1 million in renovations to fix fire code violations and modernize maternity and obstetrics areas. State approval expected in December with construction to start in spring and finish by July 1981. A separate plan to add a 125000 per year pulmonary function department, staffed 24/7 with five respiratory therapists and a specialist, is under review next week to provide diagnostic services locally.
The Labor Department reports October unemployment at 6.0 percent with 6.2 million jobless, up 200,000 from September. Women and blacks bore two thirds of layoffs while overall employment fell 220,000 to 97.3 million. A separate business survey shows 300,000 more jobs, creating a puzzling discrepancy.

The Frederick City Board of Aldermen deferred action on a 25 cent cab fare hike and higher waiting charges. Drivers seek 25 cents per zone and waiting charges rising from 10 to 15 cents per minute after five minutes. The Frederick County Treasurer's Office lists 307 delinquent properties with taxes due from July 1, 1978, to June 30, 1979. The properties will be offered for sale at 10 a.m. Tuesday, November 13, in the Winchester Hall auditorium. Properties paid by November 13 will be removed from the list. delinquent count rose by about 100 to 2,300 this year per county officials.
