Portland May 30 The body of an unknown man was found near Pendleton hanging by the neck with a placard reading Horse Thief. The stranger was likely murdered by vigilantes as Eastern Oregon suffers from roaming cattle and horse thieves and local citizens have organized to clear the region of roughs.
