Washington Democrats defend Clinton package as House leaders push for passage this week. Key figures insist on a Senate assurance before a Thursday vote, while aides warn against risky tax votes without clarity on Senate action. Bosnia plan faces Bosnian anger over safe havens
Muslim leader argues for arms or lifting the U.N. embargo to resist Serb forces. The Washington plan proposes six Bosnian safe havens, humanitarian aid access, continued Yugoslav sanctions, and a no fly zone. Displaced Bosnians gain no guaranteed return, and many see the measure as a fragile gesture without force. U.N. records show ongoing cease fire violations near Srebrenica despite reduced shelling.
