Maryland Gov signs first in nation smart growth law
Gov Parris Glendening signed a broad growth control measure aimed at curbing sprawl by directing development to areas with roads and utilities. The package includes a second bill to fund preservation of about 50,000 acres of farmland and open space with $140 million over five years. Also signed were major reforms to campaign finance rules requiring computerized reports and tighter limits on fundraising during the legislative session. Deborah Povich of Common Cause welcomed the changes as reducing lobbyist influence.
