Congress clears a 1.45 trillion fiscal 1992 budget with a 239 to 181 House vote and a 57 to 41 Senate vote. It envisions a deficit above 278 billion and ignores Bush proposals to cut Medicare and other benefits while shifting funds to education and job training.
Frederick County Commissioners seek about 6.12 million more in the 1992 budget to fund items including the Job Training Agency, but three members oppose extra funding. The panel agreed to boost overall spending by over 7.59 million while cutting 1.47 million in the capital budget and considering a 16 cent property tax hike to cover added items.
The Frederick City Board of Aldermen in a special meeting awarded a 95 000 repair contract to R F Kline Inc for Stage I of the Carroll Creek Flood Control Project. Leaks were found in the first section between South Court Street and east of South Market Street. City officials noted design engineers estimated about 94 000 in repairs and that Congel Palensear has refused to fix leaks or pay for another contractor.
State School Superintendent Joseph Shilling announced his surprise resignation to become superintendent of schools in Queen Annes County. He will depart as Maryland begins a sweeping education overhaul including autonomous schools, new testing, kindergarten and prekindergarten programs, and school accountability measures, with his initiatives likely to continue under a successor.

On Safety Awareness Day at Fort Detrick a 55 foot Patriot missile launcher, once in Persian Gulf War fame, drew attention as a large green mock up on a flatbed. Sgt Segarra explained it carried no live missiles, only dummy munitions, with a placard noting a cost of 1.023 million.
Frederick County School Superintendent Dr. Noel T. Farmer Jr. says he has never given thought to seeking the state superintendent position, which will open with Dr. Joseph Shilling's July 1 resignation. He notes county gains credit to local staff and cautions discussion will wait for the state board's official advertisement and brochure on goals.
Trans-Tech, Inc. secured a major victory in Frederick County Circuit Court as Judge Paul J. McGuckian ruled that 38 Adamstown residents failed to prove malice in the water contamination case. The ruling limits potential punitive damages and follows lengthy hearings, expert testimony, and extensive documentation.
