Cairnes secretary of the Mutual Fire Insurance Co of Hartford County and James Scott cashier of Mechanics Bank about State checks used in purchasing sinking fund bonds. Tests showed comptroller signed checks to Cairnes and Scott that were not applied as claimed. bonds were redeemed or pledged as collateral, some owned by the state or used to settle Archer notes.
