Allied forces enter Dohuk to assess relief needs and restore services while 10 unarmed U N guards begin patrols to reassure Kurds. The city hosts 250 000 to 350 000 residents and remains tense despite refugee returns.
Edwin F. Downs Jr. was given life plus 20 years in Carroll County Circuit Court after pleading guilty to first degree murder and using a handgun in the December 1990 murder of his wife Ann Downs. The Washington Post employee was reported to have had an affair with a co worker.
Mount St Marys College held its 163rd commencement at Knott Arena with 444 graduates. Archbishop Volodymyr Sterniuk received an honorary doctor of divinity for surviving years of persecution, while Dr. James E. Walker, first Black president of Middle Tennessee State University, delivered the keynote. Additional honorees included John M. Plevyak and David Osnos.
Thousands of Frederick residents packed streets Saturday for a welcome home parade for Operation Desert Storm troops and veterans. 5,000 to 10,000 spectators lined Seventh Street to Fort Detrick as units from Maryland State Police, Fort Detrick and local agencies led the march aided by an all-service color guard. Desert Storm troops in camouflage received a standing ovation while Korean and Vietnam veterans joined in. The event, tied to Armed Forces Day, ended at the base with a picnic and meals for families. officials credited service organizations and veterans groups for organizing the tribute.
A Knoxville resident, Bobby Thomas Banks, 28, died after a motorcycle crash on Blentiinger Road near U S 40 A when he lost control. He was pronounced dead at 3 06 p m at Washington County Hospital. Police say he was unhelmeted and riding a Honda southbound.
More than 1,500 spectators filled Frederick Community College’s Jack B. Kussmaus Auditorium for FCC’s 33rd graduation. Of 420 graduates, 367 earned associate degrees and 53 earned professional certificates. Speakers included Terry Frost, Derek Shackelford, Robert Tuggle, and keynote George E. Dredden Jr., who urged leadership, risk taking, and continued skill development.
Hood College awarded 415 degrees at its 8th commencement in Hudson Theater. More than 2,000 attended. 271 undergraduates and 144 graduates received diplomas. Honorary degrees went to Sharon Percy Rockefeller, Rita Colwell, and Frances Hesselbein.
William Robert Legh, 34, of Waverley Garden Apartments in Hagerstown, was found unconscious in the AA building stairwell by a resident. Police chief Maj. Richard J. Ashton said Legh likely fell and struck his head, and investigators consider it possibly accidental. The body was taken to Washington County Hospital. Continued on Page A-9.
