Schaefer argues governments cannot curb careless fires
Baltimore Mayor William Donald Schaefer voiced alarm over 17 fire deaths in four days and said laws cannot force care. He cited that 95 percent of fatalities stem from carelessness, with 48 deaths in Baltimore this year. Eleven victims were children in two fatal row-house blazes, one of which followed a memorial service. Smoke alarms were absent in all fatal-housing fires this year.

Corneas removed from corpse sparks legal and ethical debate
In Baltimore a sister denounces the removal of her brother Noah Young’s corneas without family consent. Officials defend the practice as routine and lawful, noting Eye Bank use for transplants and limited ability to locate kin. A 1976 state law allows removal if no kin objection is known.
