A Mt. Airy motorist was charged with failure to yield the right of way after a collision at Tunnel Road and U.S. 29. Charles Willis Winpigler Jr., 30, of Mt. ROCKVILLE Bills dealing with offstreet parking police retirement and the county Board of Appeals were introduced in a legislative session of the Montgomery County Council Monday. The parking bill would raise spaces to at least 19 square feet and require more spaces for professional offices and funeral homes. The police retirement bill would authorize retirement of a policeman who cannot perform duties and fails to apply for retirement. The Board of Appeals bill would expand from three to five members with no appointment from specific districts to ensure upper county representation. A public hearing on all three measures was set for 2:30 p.m. May 27 in the county office.
