Woodville rezoning case decided again
Frederick County Commissioners voted 3-2 to rezone 82 acres on Old Annapolis Road near Woodville from agriculture to low density residential. Woodville residents urged disqualification of Commissioner Mark Hoke over alleged prejudice, citing his quoted remarks and perceived bias. Hoke refused to recuse, stating his remarks were informal and aimed at familiar associates. The case, first heard in 1986, had swung from denial to approval after Hoke gathered new information on groundwater, despite opposition over water concerns for 18 additional houses.
