Moscow Ready To Negotiate Nuclear Test Controls
Khrushchev said in a message to Eisenhower that the Soviet Union is prepared to discuss enforcement of any world agreement to end nuclear tests. He proposed expert teams to study detection of possible violations and urged support for stopping tests, while noting Russia had halted its own tests unilaterally. The address criticized U.S. and British testing and linked an Arctic inspection plan to broader aims of strategic advantage.

Two Factors Blamed For Crashes In Sky
A government study by the Commerce Department tied air accidents to crowded skies near airports and pilots limited visibility. Investigations of 50 collisions showed 90 percent occurred within five miles of airports. In many cases pilots could not see other aircraft, often in weak weather.
