J D Baker Plans Park in City for Colored People
J D Baker and City officials unveil a plan to create a two acre park along All Saints street toward Bentz with rear lot acquisitions from about a dozen owners. The project includes apartments or homes for colored residents on All Saints and Bentz streets, with land donated to the city for the park and Bentz street widening. Baker cites housing needs, tenant rents at 10 percent of construction cost, and an Abbott machine shop relocation to enable the scheme.
