Probe orders full scale look at electric sales profits
A federal probe ordered by regulators and urged by Senator Mathias examines whether utilities resold electricity at four times normal rates during the coal strike. The preliminary audit names Allegheny Power System and Potomac Edison among others and signals further inquiry into interconnections and other coal-short power sales. The investigation focuses on short term and non-displacement rate markups and whether these rates were fair and just. Officials say the audit could reveal improper practices, though no definite wrongdoing is proven yet.

Parents urge full funding of county school budget
Frederick County parents urged full funding of a 37 million Board of Education proposal at a final public meeting before county commissioners at Winchester Hall. Tax increases were discussed to reduce class sizes and restore trimmed programs, though officials noted many taxpayers could not afford higher taxes. The county staff recommended 36.16 million from local sources, with 15.81 million from state and federal funds, and cuts included eliminated new positions for disruptive youth and other staffing, despite partial funding for accelerated programs and math and reading textbooks. Superintendent Anderson backed staff decisions but asked commissioners to reconsider deleted programs to lower class sizes, promising a list by Monday.
