Emmitsburg residents protest after the state Water Resources Administration granted Ski Rowndrop Inc. a typical 900 000 gallons daily from Tom's Creek for College Mountain. The town plans a new sewer plant by 1986 and worries about growth, droughts, and the water rights of 1 606 people versus private interests.
