Nicerogna Threat Test Raises National Emergency Question

Barnes argues the president can only declare a national emergency to justify sanctions if Nicerogna presents an unusual and extraordinary threat. He contends the law reserves trade embargoes for serious threats, not as a default policy when others fail. The article also notes Igor Sikorsky developing the first successful helicopter in 1939.
